Wholesale Yellow Letters

I mailed out 1,300 yellow letters to absentee owned properties with 80-100% equity and received some calls back, but none of the owners were motivated sellers. Most of them just wanted to see what they could get for their property. They had no urgency to sell except for one who was in pre foreclosure. Is there anything that I could be doing wrong with my target market? Does anyone have any pointers or advice for better results? I'm just trying to make my second round of advertising more successful, any advice would be greatly appreciated.

@Mark Cantrell Your list and mailers are big components to having a successful marketing campaign.  Generally, the more difficult it is to find the list, the more likely your success will be.  For instance, I like driving for dollars and tax liens lists.  It takes time and work to get both lists so many investors wont work these lists.  

Many other investors are using yellow letters which it likely preventing you from standing out from your competition.  You want to use mailers that are unique so you get your prospect's attention.  Getting your prospect to remember you is also important which doesn't really happen when using a mailer that looks like everyone else's.
