Your question can bring in a lot of answers, though the responses above have explained the gist of it. Once you have a list of names and addresses you'd like to contact regarding a property, then you send them letters or postcards hoping they are motivated to call you and potentially make a deal. 

Especially starting out it might be worth your time to do this in house. Although, if you decide to go the route of purchasing a list from a provider and your quantity is too high to do in house, you may want to consider out sourcing it.

Keep in mind that direct mail tends to work best when you send a campaign, not just a single mailing. In fact, a single mailing can almost be a waste of money. I usually recommend a campaign of 5-7 different pieces, 3-5 weeks apart from each other. Follow ups are key as the average person takes 3-5 touches before picking up the phone to respond.
