Distressed Vacant Properties

I am new to wholesaling. Today I found 3 distress properties.  These vacant properties are in a good location,  near the local high school. I did some research and was able to find information the owners. None of the owners are local and one property is up for a Tax sale.  I would like to make contact with the owners Monday. Please Help ! What are my next steps??

exhaust the free options whitepages.com intellius and people smart... you can even try FB searching people... looking them up on google... Subscription services like TLO & Accurint require a home/office inspection and for TLO a pretty good reason to use it (in the companies eyes).. then you have individual paid searches you can use thru companies like findthatseller.com or findthisseller.com the site address escapes me at this point but I know at one point they charged 20$ per search and it was a detailed report...
