Wholesaling a vacant lot on the Orange County coast

I have a motivated seller who owns a vacant lot about 2 blocks from the coast with an ocean view. I have never wholesaled a vacant lot to a developer and know very little about what costs a developer incurs to get a new house built and sold, especially on the coast. Does anyone have any advice on what questions to get answers to from the seller and what due diligence I need to perform to know I'm getting a good deal? Thanks in advance!
