How to assess repairs in a deal

Hello fellow investors, needing your input on how you were able to assess repairs as a wholesaler.  We want to be able to offer the best wholesale deals by having an idea of what the repair costs will be when presenting to the buyer.  We are thinking of hiring a General Contractor to do the assessment, however, this seems like a costly way to go if we don't actually make an offer on the property.  Any feedback would be greatly appreciated.....
