Back Taxes On Property

I got a response to a direct mailer from an owner who would like to get rid of his property but owes a large amount in back taxes. Can I wholesale this house? If so, how?

 I always let my sellers know up front that my offer does not include back taxes or judgements.   Just helps avoid any confusion at closing. (just an FYI)
