Obtained Delinquent Tax List... Now What?

I am just getting started wholesaling. I have an LLC, a cash buyers list, a private investor, and am now looking to find my first property to wholesale. I have a list of all the homes in my county that have had delinquent taxes for more than one year, but less that two years (after two years the city can take the home.) Here's my question… Who on this list should I market to? There are 1750 on the list and I don't feel that I should send something to all of them. Is there any way to filter this down to maybe 500 that would have more selling potential? How do you decide who to send to? The list shows name, parcel number, taxes owed and interest owed. Thanks!
