Driving for dollars Criteria, St. Petersburg

When I'm "Driving For Dollars" I see houses that are neglected and in really bad shape but it's obvious that somebody is still living in that mess. I may find about 20/hour that are trashed like that and only 1 or 2 may look abandoned.  Would you send them a letter?  Or is it a waste of time?

Thanks.  I look forward to your response(s).
