Wholesale newbie question

To be a great wholesaler one must know their numbers (Comps, ARV, Repair/Rehab cost, etc). How do you find out repair cost? I know you would need to get a inspection (home inspector/GC) but who pays for it? I've been reading alot material and from what I read that the end buyer should pay for inspection. If this is the case how can one have accurate information to give the end buyer in the first place without an inspection being done?
