Wholesaling to a Native American Tribe?

I was just wondering about that. There is an area where there are a few homes that are trying to be sold by non-natives. It is in a very small town, with a couple other towns around, with the average population being maybe 500.

That got me to thinking: could I wholesale these homes to the tribe? I was checking about, and comps are very difficult to find, and the appraisals [tax office, Zillow, etc,] aren't always online.

Any idea about how to go about doing this?
