Working With A Contractor

I know how important it is for a wholesaler to understand rehab costs but I wanted to know from someone with more experience on how they learned to be better at estimating costs. Also, how to I get and should I get a contractor to help me out and if so, if I just call a contractor and say, "hey if I pay you to come look at this place which seems like a good deal, can you?" is that sufficient? Do I or the person I sell the property to pick what contractor to use? Newbie questions, I know.
