Wholesale deal

I'm seeing a property on http://www.realquest.com/rq/default.aspx?txtSearchAddr=Fredericksburg%2C+VA#.

It's the one with the 39% equity(bank owned) and since it is about a mile away from me, I'm thinking about calling up the owner of that house and see if they can let me wholesale the house.

Who knows how much they would owe on the house though, but if anyone had any experience wholesaling this type of house, any advices would be appreciated.

Maybe sub to the house and use it as a rental...
