dissecting a deal

Hey guys, so I need help with a possible wholesale deal. I need advice on if it is worth obtaining, and what I should offer if it is.

Ok so its a 4 bd/1 bth. Seller is asking 25k for the property. It's in a ok neighborhood and he stated the taxes on the property is $1022. After looking up the property on the county assessor site, it is appraised at $52,600. The arv on the property averages to $47,855. The repairs on the home will come to about $2,500.

Now I feel like I know if its a good or not. I think I'm over thinking it and doubting what I've learned up until this point. Is this a good deal and if so, how much should I start the negotiation at.
