City Redevelopment Project / Wholesaler Options

Good Evening BP-

I recently received a call from a homeowner asking if I would be able to purchase her home, in the midst of the conversation she stated that the city had offered her $10k for the property plus $1500 in relocation fees. She is currently located on a street where the city has demolished and rebuilt about 9 homes in 2013/2014 (sold for about 92k-100k in 2014) located near our Football Stadium in a growing area!

This property is over 100 years old and will need a full demolition/rebuild. As a wholesaler, is there any way for me to make this deal happen and do you have any suggestions on how I should proceed, this is NEW territory for me. I almost failed to mention that this deal will lead into at least 1-3 more similar deals (as the sellers are very close friends to our family and they want to work with us vs. The city). Please let me know what you think...any suggestions are welcomed!
