Fire damage property listed on MLS How do I make an offer in this situation?

Hey guys I have a question, while D4D I found a fire damage property while doing my research I found that the property is listed on the MLS for sale. My question is how exactly do I go about making an offer? Do I contact the agent and tell me I'm trying to wholesale it?
