Cash Buyers

I was told that you had to have a cash buyer to do an assignment.  Is this true?  If there are different scenarios, please fill me in.

I am working on a JV with another investor. We have a total of 10 properties in a package deal that we are trying to get in contract. I have told him from the beginning that I wanted to do an assignment. He talked me into trying it his way at the beginning and the seller would not agree to the price and terms. I want to try and wholesale or assign them. He said that if we were to do that, that we would have to have cash buyers and that no one does that. Can you do an assignment without a cash buyer? Maybe I am not understanding it fully.
