when wholesaling a property, who pays for the inspection, the seller or me as the middleman or the end buyer?

How do one get an actual ARV on a property? Seller are throwing numbers at me and they are not providing doc, so should I hire an appraiser, that could become costly especially if there is no sale. I like to present my properties to cash buyer with accurate information, such as ARV's. Can anyone provide some info.
