Have a motivated seller, have some questions about what to do next

After sending some absentee owner mailings, i've gotten a call from a motivated sellers who wants to sell his single family. There's about 100k in equity, and no mortages on the house.

He said that the house is a shell, so my question is what do i do about this? If shell means no beds/baths and its in the middle of construction, do I just bring in a contractor to see how much more repairs does the property need?
