Vacant Property Next Door To Me

Hey Everyone, Hope Your Sunday Was Relaxing. I Have a Question? A 3 Family Home have Just Became Vacant as Of Two weeks right Next door to where I Reside. All 3 Floors of the Home were occupied by tenants until I noticed it being boarded up. I am not are if this Home was a owner occupied I am not sure if this Home was a owner occupied or just being Rented out, nor do I know the situation of why it became Vacant. My Question is How Can I go about Finding out about this property and its reason for becoming vacant. My guess would be to go to the courthouse & try to pull the records. Is that the first step that I should take? Is there any other way to gain Information? And what Else can I do in this situation to try get this property under contract. ? Thanks.
