Has anyone ever heard of Wholesaling vacant lots? If so how?

I had a lead come in from one of my advertisements about a vacant lot that he is trying to get offers on. Its in a good area by a local university and he feels it would be great for an investor to build a home/multi-fam, or boarding house to rent to the students.  I told him I was going to drive by to see the lot and I would get back in touch with him to let him know whats best. Any advice would help!!!

I have been looking at vacant lots for some time so I can work with contractor to build the right property on said property whether it be SF, Multi  or other.  I would like to put vacant lots back on tax rolls with structures that are needed in the community
