Yellow Letter Mailing

Hey bigger pockets forums, I recently did my first mailing and got a good 5% response rate. It brought in 20 leads and i mailed out 400 letters. I got a lot of people that were currently renting the property out, am I able to wholesale the property even if there is tenants already in it? Also, I had one motivated seller with just a lot because the property burnt down, is wholesaling building lots a thing? I've never heard of anyone do it before and just wanted to make sure it was okay before I tried it. Also, for my next mailing list does anyone have a personal favorite to which list they get the best response from? My first mailing was to an absentee owner list. Thank you!

This is the back of the envelope.

This is the front(ignore the yellow sticker).

This is how they are mailed to the people. They tuck the envelope instead of lick them to make them seem more personalized as well as using ink that makes it look handwritten.
