Wholesale on pre-foreclosure property?

How does wholesale work on pre-foreclosure property? Can someone help me ? Whom should I contact and how for a property that is in pre-foreclosure? All the websites do not show seller listing agent or any info. 

What is the best way to proceed? IT is a good opportunity and very close to me and probably would like to either do wholesale ( due to some commitments)  or I might flip or rehab + rent....  

Also looking to see when does SUBTO help in great way - when there is not much equity in the property I believe? 

If there is enough equity - will seller/person going into foreclosure agree to it ? May be he is in such a situation to sell it badly at any cost to save foreclosure/bankruptcy?
