Pulling Government Lists

Hello! My name is Mohamed and currently in the Lansing, MI market. I have been trying to get a list of properties with red tags across the city from the code enforcement office but could not get any luck obtaining that list. I have filled out a FOIA request, but it got rejected. If anyone has been able to get that list, please let me know how you did it and what steps you took to get that list.
