Ideal Number of Follow ups - Cold Calling

Hello,

I am a wholesaler and I understand that 90% of cold call leads convert after the follow up, people usually do not take your offer once you give it.

My question is how many follow up's do you for the 1st month for a new lead in your funnel/pipeline. I read that 80% of sales deals happen at around the 5th follow up so i'm trying to figure how frequently I should follow up if I only do Calls/SMS (No voicemail).

Also if I encounter a lead who's got a DNC number but was willing to take an offer on their home when they were called one time, i'm wondering if it's safe to follow up with the lead after they expressed interest in receiving an offer. My concern is if I follow up with a DNC Lead 4-5 times and they eventually accept my offer and we get to the contract stage, can the seller just use that as an excuse to get all our details from the contract and then bail out and report me and my company for calling their DNC number multiple times even though we were given consent by them to send them an offer and they never told us to stop calling during any of our follow up attempts.
