Potential Sale but Zoning Issues

Question wholesalers, I have a potential seller. So the block it's sitting on was rezoned and at the time no one was living in the house and there was no electricity it wasn't grandfathered in. So was zoned for commercial. it's $600 just to submit the application for them to rezone the house. Has anyone had a situation like this? This could actually be my first deal 😉😩 3BR/1Bath
