pulling comps for Land

Experts dealing with land, please advice

I have a possible lead for getting a piece of land zoned as R1 under contract. The vacant land is a wooded lot, just over an acre with no sewer, water or electric connection. The seller owns the land free and clear and is motivated. Houses near by with similar lot size sold over $700,000.

I am not sure before I negotiate

1. What is the cost to remove the trees?

2. Getting percolation done

3. Getting permits and actually build a house.

4. What else should I take consideration to calculate the costs?
