Property Occupied by Nonpaying tenant

Hey all! First post on the website here but I know there's great amounts of information flowing around wholesaling here. I saw a property located in Detroit virtually for a pretty good price but its occupied by a non paying tenant. They say the tenant may allow an inspection after an offer is accepted but I feel iffy about it. If I put an inspection period contingency in place will this cover my butt if something is off? I got into wholesaling at the end of June and this was the first contact I made, so I'm willing to let it go and keep pushing forward if its not worth it.
