Private Road Agreement

I am working through a refi on my cabin in Northern California. The bank is requiring a private road agreement and there is no such agreement in place as of right now. I was under the assumption that the road leading to cabin was a public road as it is named and marked on all maps, apparently not. Does anyone have any experience or advice they are willing to share to help me work through this issue?
