Contractor Issues - Work not completed

I renovated my backyard and the contractor took most of the money and has not completed the job. Specifically the inspections is missing and the pool has started to run into issues. I have a signed contract and have all the receipts of payment. I am trying to understand what our next steps will be. The contractor has stopped taking any of my calls or the calls from my neighbors who also invested money with him. He owns a house in the same community. Would love some thoughts on potential next steps here. We are thinking of a lawsuit. Thank you !
