HOA Attempting to charge a "Leasing fee"

Hi Everyone,

I purchased a new-build townhome by Meritage Homes in 2021, during the initial phase of the community development. This is my first HOA property. At that time, there were no rental caps, and the HOA documents I signed seemed to be generic agreements. Now, three years later, the community is complete, and an official HOA board is in place. The board is trying to force all investors to submit their leases and has added an annual $289 leasing admin fee. The property is located in the state of Georgia. Can they do this?
