Unfortunate home inheritance and how to navigate Inheritance / IRS Rules

Looking for a recommendation for an IL estate attorney who can help me navigate the following:

Father passed away with both his and my name on the deed, mother also deceased....one sibling wants to purchase it and pay the other siblings back.

I need help figuring out my stepped-up basis, Inheritance Law, how to ensure I am legal with transferring, or adding, brother's name to title.  Can the money be transferred to siblings as a 'gift'?
