Favorable HOAs in Phoenix AZ area

I know the general rule is to stay away from HOAs if possible.  However, if I find a property that I really want to purchase any advice from those in the Phoenix area on which HOAs are more stringent on their CC&Rs as opposed which seem to provide more leniency & flexibility?  Curious as to how by the book some are vs others.  The areas are Glendale, Goodyear, Tolleson, Avondale areas, so west Phoenix proximity.

Totally depends on which one. I have managed many HOA's on the west side and they vary greatly. I would read the CC&R's. They are available on the Maricopa County Recorder's website. It also depends on what you are looking at that may possibly be in conflict with the CC&R's such as STR, MTR, accessory dwellings, etc.
