Basement and garage conversion to separate unit, please help me plan this!?!?

I am a real estate agent and investor.  I in the Atlanta area and I am now under contract for a house with a basement.  I plan on living in the basement and renting out upstairs.  While living down there I plan on converting it to another unit completely.  Currently the basement is finished with a bathroom but the space is arranged pretty weird.  There are no defined bedrooms and not many windows.  I plan on adding a kitchenette and I am strongly considering converting the connected garage to living space to add a bedroom with windows.  My questions are in Henry county in the Atlanta area, what laws, permits should I be considering before deciding to take on this endeavor?  Does anyone have any advice on how much a conversion like this may cost?  This is a 2 car garage.  It is in a single family neighborhood which I am sure is not zoned for multi-family.  Any information or shared experience would be greatly appreciated.  Thanks!
