Three electrical meter for a triplex

Folks, I have a legal three-family home with three electrical meters. 2 meters on one side and one on another.  I recently contracted with a licensed electrician who wanted to replace them all. He suggested new laws allow one single drop of 400 amps in my case will host two meters on one side and one 200 amps on another side. He never did the work and now I hired a different electrician who wants to install all three on one side. He wants two separate drops on one side, one 400 amp to feed to meters and one 200 amp to feed one meter. To me, that sounds stupid. So I want him to confirm with the building inspector if that would pass inspection as he will make a lot of holes in my new siding. He refusing to do so and I want your opinions.

This is probably not the place to ask that question. There will be few people who see this that know what the building codes are in your area. I know that's straightforward and blunt. BP has amazing answers and people contributing, but I don't want you to wait here hoping for an answer. I think you need to find another electrician who is willing to confirm this important code item or go to the building department yourself. Good luck!
