Finding Off Market Leads

In episode 781 of the BiggerPockets podcast, the Pannell had spoken about in depth about various methods to finding leads for homes/building that had not yet gone to market. 

Many of these techniques started by generating a list of mortgage owners, then filtering through to find desired applicants (region, age, type of building, date purchased, etc...).

My question is this: Where may I find such information about mortgage holders in my region?

Are mortgage owners information all public information? Is there one place where mortgage holders from all different lenders are found?  Would lenders offer me this information about heir clients?? 

Also I live in Quebec, Canada where I understand the laws may be completely different but if anyone has any info on this topic regardless of their region, I'd surely appreciate any knowledge on the subject
