Small multi family (2-4 units) new construction in your area

I have been trying to get into New construction - specifically 2-4 units in my area, but I can't seem to justify the numbers and when the numbers are justified, there is almost always zoning push back. We have such a short supply of small multi family in my market that I have seen 10% appreciation in 5 months. 

I would love to hear from the community and see if anyone is having success developing new construction MF in their area. Suburbs, city outskirts. I see lots a well built duplexes in TX (garages, backyards, modern layouts)
