First Step - Picking a Cash-Flow Market

I'm a newbie and have about 200k I can invest.  I want to invest in a market out of state that's good for cash flow.  But it's hard for me to decide which market to invest in.  I look at websites that say "Top 10 Real Estate Markets for Cash Flow in 2023", and they each have different opinions on what's a good market to choose from.  Which market to choose?  What are some of the markets that are as universally accepted as possible as being great for cash flow investors?
