Do hard money.com scam or good company

I'm using do hard money I have read they low ball on the evaluation for arv is this true can they use foreclosures for arv. I have 4 h pi use in the area that sold for over 130 one on the market for 150 and the rest r extremely cheap because they r foreclosures. Also can u use gap financing for all the money that's due down.
