Passing Chicago City Inspection

In my 6 unit multifamily my contractor has completed about 75% of the electrical and plumbing. The problem is it has taken him 6 months to do it and at his pace, I know he can't finish by my refinance deadline. The existing work is done correctly, but in Chicago the inspectors want everything to abide by overly strict Chicago code to the letter. Is there anyone out there that can step in and complete good plumbing and electrical work that will pass the Chicago City Inspection?
