Chicago house hacking, how to split electrical bills legally

Hello fellow investors I have an electrical question regarding Chicago, IL utilities.

After inspection on a 2 unit, non conforming 3rd unit we found that the 3 of the panels currently there have shared fuses meaning that when the electrical bill comes the bill won't be independent to each unit's use as they are all mixed.

We were told that there are ways to charge a fee in the lease depending on the amount of ppl living in the unit, or per square ft.

We are wondering if we could get some ideas regarding ways to legally charge an electrical fee in the lease when electrical panels are shared ( apparently they are balanced to avoid outages) At least while we are able to pay an electrician to come and fix the mess.
