Subdividing a Property (specifically in Surrey, BC)

I am a construction professional in Vancouver, BC and I am working with a friend who owns a property in Surrey they would like to subdivide from a 24,000 SF lot to (2)-12,000 SF lots.  

I have a general idea of what costs to expect, but I'm wondering if someone in Greater Vancouver has gone through the subdivision process and can provide insight on what costs they incurred through the process?

Below are the costs I am aware of:

- Surveyor: topographic survey, tree survey, verification of true current property dimensions, subdivision plan, existing house building location certificate.

- Arborist: tree report (and tree removal, if necessary). 

- City of Surrey: application fees, development cost charges (DCCs), Engineering fees? Servicing agreement? Bonds? 

- Civil Engineer: civil design for servicing.

- Civil Contractor: installation of water, storm sewer, sanitary sewer, curb and sidewalks, driveway crossing, etc.

- Lawyer /notary

It would also be helpful if anyone can share specific costs for any items, any unexpected costs, and the total cost.
