question about infiltration

i'm noticing that many properties in my area (sherbrooke quebec) have infiltration. is this something to be concerned about? are there certain types of infiltration that are worse than others? i recently purchased a duplex, and if it rains hard a bit of water will trickle into the unfinished basement, which isn't really a problem, but i assume there can be more extreme cases. what are your opinions and experiences on infiltration, and are there specific types i should watch out for? thanks,
