I am a local Real Estate agent in Kingston, Ontario. I have was born and raised here and I also attend Queen's University (in Kingston). Very difficult to achieve on a straight up purchase now. Was definitely doing this 3-4 years ago. 

However, still possible to achieve on certain properties that are miss managed, under market, or under utilized -  if you can execute and capitalize on the upside. 

I would definitely refrain from looking at just the 1% rule - it doesn't give you a full picture - are the expenses high, do rents include utilities, is there deferred maintenance. 

I take a closer look at Cash Flow, Cash on Cash, ROI. Also worth considering what your other investment alternatives are, and what rate of return you can achieve on those?
