Are these PM fees normal?

I hired a PM who agreed to manage my property for 8% of the rent. The house has needed some work done which the PM handled. I disputed a charge on my last statement (believing I've been doubled charged for some work). As I'm looking over their explanation I notice that I am being charged 8% of the rent received from CMHA. 8% from the rent the tenant pays and another 8% of the water bill which the tenant pays. 

Is this normal?

Read your contract.  The only thing that sounds out of the ordinary here is the water bill
