Combo laundry repair/replacement. Suggestions

I have a section 8 tenant who is complaining their laundry machine is making a loud noise. My leases clearly state that the "Tenant shall maintain all appliances, equipment, furniture, furnishings and other personal property included under this Lease".  I doubt they have the funds for the repair or if the appliance needs to be replaced.

What would you guys do in this situation?

If it is theirs, then they should pay for it to be repaired, but if it is yours, then you are responsible for maintaining it despite what the lease says (the exception being if the tenant damaged it).  Start by going over and looking at it-it is simply a matter of the machine needs to be leveled, they are overloading it or not balancing the load properly or does it need to be fixed?  A loud noise can mean many things, it depends on what the noise is.
