Water meter dispute with Baltimore City

Hey guys, does anyone have any experience with water disputes in their city? Two of my properties are in Baltimore and their meters have been broken for a long time now. Long story short, I cant do a quit claim because I have 12k water bills on 2 properties. Appeals have been sent already, but again, Baltimore.. mot the most landlord friendly city. The properties now have the potential to go up for a tax sale by next month. TIA, any help would be greatly appreciated.
