Previous owner did not return the security deposit

I recently bought a new property with tenants. I am giving them a lease agreement and asking them for a security deposit. However, they told me that the previous owner did not return their security deposit. How should I go about this? Who should I reach out to? Should I reach out to the previous owner, the previous property manager? I was told to reach out to the title and closing company.

Look at your closing documents. You most likely got credited with the security deposits and prorated rents. So in another word you received the deposit from the seller.
