Transitioning from landlord paying the tenants water bill to RUBS/water allocations

We are located in Texas. We purchased a multi-family property consisting of 24 units, all duplexes about 3 years ago. We have paid the monthly water bill since then, but want to transition to having the tenants pay their own water usage using the RUBS/water allocations since each duplex is on a single shared water meter. Does anybody have a sample letter explaining this change/transition to their tenants? We would like to do this in lieu of raising the monthly rent. We will institute the transition at lease renewal, or within 60 days for the month-to-month tenants. Any sample letters or recommendations are much appreciated. Thanks in advance!
