WA state month to month tenants, closing on FHA duplex

We are about to take the plunge and close on a duplex with FHA in WA state (not Seattle, rural county) Both units are currently fully rented and tenants are month to month. My question is, how much of a notice do we need to give tenants? I know FHA requires 60 days for owner to occupy. I've been reading up on state laws and see conflicting answers online. Specifically HB 1236. Looks like you need to give 90 days notice if owner wishes to occupy, everywhere in WA state? Does that mean you can't technically buy an occupied property with FHA in WA anymore unless there are arrangements made by seller?
