First steps in renting out a townhome?

My wife and I own a townhome in Bakersfield, Ca. What is the first step to legally renting out the property? My thought is to have our contract and lease in place, but who where do we file to have the agreement legalized? Do we file with the county? Is a lease the first step? If not, what is?
